Owl Quilt

Was wondering if the owl quilt Whoo Loves You is quilted before the applique is applied or around the applique?

I haven't made this quilt, but looking at it, I would appliqué it before making my quilt sandwich to quilt it. When quilting it I would probably do some echo quilting around the appliqué. JMHO, Joan
