Another suggestion might be to try doing your applique in a large embroidery hoop then cut your block to size when you are done. The hoop will help keep it taught while you are sewing. That is what the embroidery machines use too.

I think she looks great. The colours are awesome and I like the satin stitching. I saw that and thought 'wow, she really took her time with it'.
Hope you resolve your little problem and get her to lay flat like you want her to. It's a lovely idea for a block.
