You shouldn't have to pay the postage surely, would you be able to claim from the USPS? as it is their fault?

If you still have the receipt, can you go back to your PO and check with them where you stand with all of this?

Just came back from the post office and I had a card in my p.o. box and I have received Jacquie's package.
