Scallop edging on quilt

I have a quilt top that I've finished and now need to send it off to be quilted (DH doesn't want it tied like the last one). He wants it to hang over the edge of our queen size bed. It only just covers the bed so I'm going to add borders to get it hang. I want to do a scallop though and was wondering.....I'm getting to my question here....when I make a scallop, does the scallop get quilted also? or is it just double-sided and hang from the quilt?

I believe that you would mark the scallops and send it to the quilter to be quilted, then you sew on your binding and trim up. Watch this video and see if this helps you, although it is really quick almost like El had too much coffee lol

Littlebit - I have that scallop/wave ruler so I just watched the video. It was hilarious it was so fast. I really cracked up when she was using the scissors to trim. Thanks for the link.
