need help with dresden plate

i had purchased a dresden plate kit off of ebay quite awhile ago it has enough points for 12 plates and they are to be put on a 15 inch background fabric (as these are a little larger blades than by els pattern you put hers on a 13 inch background)so my question is how many plates do i need to make a full size quilt and how many would i need if i made it a queen size i have fabric and made me a template the size of the kit points so i have started cutting them out just dont know how is best way to enlarge it if my blocks are set on 15 inch background and i would like to put sashing around it the same way that el did in her pattern is letting it hang over with the plates on the top of bed the best thing to do or do the plates hang over the side also? really need some input from someone who has made a dresden plate quilt before thanks so much for any advice you can give me as my math is not that great when it comes to enlarging stuff
