how many fat quarters to make a queen double wedding ring quilt?

I want to make a double wedding ring quilt. It will be scrappy rings with solid white background. I am unsure if I should purchase a 40 pack of fat quarters or if a 25 pack will be enough. What does everyone else think?

The background takes more fabric and cut on the fold. The ring if from scraps, more than enough? lol

I tried the wedding once, never finished it..
