Basic quilt size for twin bed is 63" x 87". Without sashing it would be at least 5 blocks across and 7 down.

5 across by 7 sown is a good size even with the sashing

I hope this helps. The measurements are from the Quilters Companion by Katharine Guerrier.

A twin mattress measures 39 inches x 75 inches.

If you want a drop of 13 inches and 12 inches over the pillow the quilt should measure 65 inches x 99 inches.

If you want a 21 inch drop and 12 inches over the pillow the quilt should measure 84 inches x 107 inches.
